Pump Out Vessel Incentive Program



The Pump Out Vessel Incentive Program was created to assist Towns and Villages in Suffolk County to purchase pump out vessels. Purchase of these pump out vessels by the Towns/Villages would provide more opportunities for boaters to pump out their holding tanks and increase the likelihood of protecting water quality in Suffolk County's embayments. Currently in Suffolk County the following Towns/Villages have pump out vessels that are supported by the Incentive Program; Southold, Southampton, Riverhead, Greenport, East Islip and Huntington. The entire Peconic Estuary was designated as a Vessel Waste No Discharge Zone (NDZ) in 2002 in order to help protect our shellfish beds and keep our waters safe and clean for swimming and recreation. The Association of Marine Industries, PEP, local governments and several other community partners were instrumental in achieving this milestone. The Peconic NDZ includes all navigable waters of the Peconic Estuary, west of a line connecting Orient and Montauk Points, including all harbors, bays and tidal creeks.

In a NDZ, treated and untreated discharges from marine toilets are prohibited. To ensure compliance with the NDZ, boaters must modify their "heads" to prevent discharges. Boaters with a Type I or II marine sanitation device (MSD) must 1) close the seacock (or Y-valve) and remove the handle; 2) fix the seacock in a closed position with a padlock or non-releasable wire tie; or 3) lock the door to the space enclosing the toilet. Use of a Type III MSD (holding tank) is permitted provided all sewage is directed to the holding tank for later disposal at a pump-out station or by a pump-out boat (see below); boaters must close and lock each valve leading to an overboard discharge with a padlock or non-releasable wire tie. 

Violation of the NDZ (NYS Navigation Law §33.e) may result in fines up to $500 for a first offense and $1000 for subsequent violations.

Pump-out stations & boats

Several municipalities offer free pump-out services, both via boat and land-based stations. Many private marinas also have onshore pump-out stations available for a fee. Boaters who use their Type III MSD must use a pump-out boat or station to comply with the NDZ. See the following list for pump-out locations, and remember, don't dump it, pump it!
